The answer is the U.S. Food and Drug Administration. Interestingly enough, the FDA does not approve cosmetics. There is a clear distinction between approval and regulation and this is something that many consumers do not know. The FDA does not have the authority to control all of the ingredients that make up your everyday beauty products. It falls upon the cosmetic company to properly label their products. This is where the FDA can and will intervene. If a company makes false claims about their product or the FDA deems the product misbranded or adulterated, the FDA will get involved. Companies must be truthful in their labeling and it is upon them to ensure that proper instructions and information be provided. It is assumed that when a given cosmetic product is used in the way it is intended by consumers who are properly following the directions clearly established on the label, there will be no ill effects.
